What's weird is that we don't generally have water towers here. So I don't know what they do to regulate the pressure. If there is a bushfire, they say not to depend on city water to fight it because the firefighters will be using as much as they can until there is no pressure in the system. We have belts of trees that reach to nearly the Central Business District so that can be a problem. Many people have big rainwater tanks, even in the city limits, and often put on the universal connectors that the firefighters use. "Hey, come over here and keep my house from incinerating!"

I guess. But I would hesitate to call my water glass 'storage', even though it stores the water between the time it comes from the tap and when I drink it. By extension, clouds are water storage, and so are people! It's all water storage.... always has been.

I think that's it. A day plus an emergency ration in case there's a break or the fire department opens several hydrants at once. Right? Because if the reservoir of potable water is *over there somewhere* and the towers are only there to provide the pressure, the pumps would be running constantly and often unable to keep up with demand.
