definitely part of the process, but I've been hearing (over the past 20 years) it has been exasperated in (at least in the US) because over the past 100 years we did too good of a job managing forest fires, and the amount of fuel from dead timber as a result of beetle damage. Policy on the former has shifted to preventive thinning of forests, at least in proximity to property/homes/businesses.
Perhaps you could also argue climate change has resulted in more drought and heavier winds...I don't know.
