Hamas depends on their tunnels for their very survival.  That is why they have returned to Raffa and it is their last stand, if Israel is allowed to go in there and finish the job.  Israel is going to take out Hamas and their tunnels and with a little luck maybe bury them in their own tunnels.  Israel has technology where they drop a device that deploys a rapidly expanding foam that essentially makes an airtight plug that is next to impossible to remove.

I think that what is going on in Gaza is the latter.
