He's the guy who wasn't being let into the lane. (Camera car could have fallen back a few feet too). I rank the Car on the Right as #1 asshole, Camera car as #2, and the SUV was just trying to do the "zipper" thing and take his  turn.

Back in the 60s we called those "Nixie Sticks," from the German "Machs nicht," (means nothing). American GIs brought the term back with them.

Yesterday a lady was stopped in the right lane in front of a liquor store in a parking lot. I pulled up behind her and put up my hands in a WTF gesture. Then I finally gave up and drove around her, going the wrong way in the lane and dodging traffic. As I drove by she yelled"I didn't ask you to pull up behind me bitch! "

Is it legal to shoot ignorant drivers yet?

Here in VA its a moot point because nobody uses turn signals anyways. You only see them on if they hit it by accident or on an out of state vehicle.

I suppose it's just in case you hadn't noticed the arse-end of an F350 right in front of you, and they were worried about any sudden move that the behemoth might make causing you an inconvenience. Or perhaps that you were so awed by the majesty of the size of the guys willy truck that you forgot to watch the turn indicators.

That's so when the driver puts the turn signal on in Kansas and keeps it on thru Nebraska and South Dakota he can glance in his mirror for the first time that day as he crosses the North Dakota line and wonder "What's that blinking light?"

Moggie Minors had flapping indicators as well.

It's like that here almost year round now.
Snowbirds in the winter from all over.
Especially the ones from Oregon and Washington.
There never in a hurry to get where there going.
They drive in the "fast" lane gawking and pointing at palm trees, restaurants and golf courses.
And I'm talking 30 mph under the posted speed limit.
From the right lane, they perform left turns at will.
Their favorite vehicle, the stupid belly button Lexus LX's.
Every semi- rich persons favorite cross over/ pseudo off- roader.
They're everywhere in this desert.
The second choice- anything from the $70,000 up.

And then there are all the gardeners, in their very slow trucks hauling overloaded trailers in all lanes.

Not to mention all the "Lance Armstrong's" on their bicycles who think they're the same size as a car, and demand the same space on the road.
I actually had one yell at me once, when he pull along the right side of my truck in a left turn lane (which is two lanes wide and spans across six lanes of cross traffic).
When the signal changed in our favor, he bump into the side of my truck as I followed the correct path of traffic.
I honked my very loud fire truck air horn in his direction.
Share the road indeed.

Oh and I can't believe I forgot about the liiegal immigrants without licenses or insurance driving "borrowed"  vehicles. In the 20 years I lived in AZ I was in 3 accidents and all 3 times it was an illegal that hit me and each and every time they simply abandoned their vehicle and ran off. Non even checked to see how badly they had hurt or killed anyone.

Traffic in Riyadh on a typical afternoon circa 1980

70% of vehicles on the road are white Datsun pickem ups maybe 10% of those have a camel in the back, or perhaps goats.

Another 20% are taxi's colored yellow for the most part because at that time it was every young Saudi's dream to be a taxi driver (seriously). As I was there helping to set up a city bus systems the cabbies hated our buses and much time was spent in disputes with them.

The remaining 10% was a mix of Mercedes straight body trucks, (some hauled water, a large number carried sewage and not sure what was in the rest) and non-Saudis and a few limos.

Huge round abouts, 6 lanes wide both mesmerizing and terrifying the first time you drive in one.

They had a safe driving week where they strategically placed totaled cars on the sides of round abouts to promote safe driving thus causing additional accidents when people were staring at the wrecks while driving.

And oh yeah I'll never forgot the night when it was 95F and I got called out when a bus and a Mercedes sewage tanker had an accident causing the tanker to flip on its side losing its load.

Oh the stories i have. Fun times

My 1954 Volvo PV444 was that way also as was my '52 Bentley. It even had a light on it. You can see the little vertical slot for it on the door pillar:
