I listened to both The Girl In The Other Room and The Look Of Love last night, by chance. I don't listen to her voice as much as I do the overall sound of her recordings. I'm not in total agreement with Janis, after all, I have some of her recordings. But I do think that there are times when her intimate voice comes off as a bit weak. And, she also tends to clip the vocals rather than letting her voice trail off, kind of like Tony Bennett. So I like her, but I don't love her.
I like Tony Bennett too, but sometimes his phrases end too abruptly for my ear.
Her voice does have it's limitations, yes. There's not a lot of sustain there, and not much power - IIRC, she started out just playing the piano until someone talked her into singing. She may not have had a lot of vocal training.
Well, if you can tune out her voice, she's also a good jazz piano player.
But I like her voice. She's not trying to belt it out. She's aiming for sultry intimacy, and I think she nails it. YMMV.
