That's what is so sickening.

They still have to run the risk of being killed (and their back pay will accumulate) but they will not be paid until the govt is back up and running.

Many in the armed forces live paycheck to paycheck and this restriction of cash flow for any period of time is debilitating, despite the fact that they will ultimately be paid for their efforts (assuming the govt reaches resolution to the budget).
