The West African state of Ivory Coast is known more as an oil refining country rather than as an oil producing one. While it does not have the prolific offshore oil fields of Nigeria, it does possess a modest upstream oil industry.

Its recoverable oil reserves have been estimated at 100 million barrels and recoverable gas reserves at 1.1 Tcf. Oil producing fields are Lion and Panthere (condensates).

The national oil company, Petroci, was established in 1975. Petroci was restructured in 1998 and four new entities were created: Petroci Holding, a fully state-owned company that is responsible for the state's portfolio management in the oil sector and the three subsidiaries; Petroci Exploration-Production, responsible for upstream hydrocarbon activities; Petroci-Gaz, responsible for development of the gas sector; and Petroci Industries-Services, responsible for all other related services. Up to 49% interest in the three subsidiaries is available to private sector investors. Petroci's role currently includes the development and maintainance of the main database on Cote d'Ivoire's oil assets, and the assumption of minority participation - generally between 5% and 15% - in the offshore ventures operated by international companies.

The gas reserves discovered in the 1980’s have begun to be developed and utilised. The main producing fields are Panthere, Kudu, Eland, Ibex, Gazelle and Foxtrot. The Ivory Coast is poised to become a regional gas exporter.

The downstream sector is an important part of the economy. Côte d’Ivoire has a complex refinery at Abidjan with an adjacent bitumen plant. The state’s interest in both plants has been scheduled for privatisation. The refinery receives crude via pipeline from the Lion and Panthere fields. It also receives crude from Nigeria. A major pipeline project from Côte d’Ivoire to Cameroon is being planned.

The Ivory Coast is self sufficient in producing refined petroleum products and is also a major supplier to the West African region.

Agip of Italy and Tenneco of the United States drilled exploratory wells elsewhere along the coast, but neither found sufficient reserves to continue exploration. In 1985, as world oil prices dropped and projected yields from Côte d'Ivoire's fields were reduced to more realistic levels, both Phillips and Exxon had halted exploratory and development drilling in their oil fields. Moreover, production in the existing fields failed to attain projected output, and the government's target of achieving selfsufficiency in oil production was never reached. Total oil production declined a further 5 percent in 1986 to less than 20,000 bpd, while national consumption exceeded 30,000 bpd. By the end of 1988, Exxon had halted production from the Bélier field and capped its wells.

I just wanted to point out that there is oil and a lot more than your 1986 ?? figure states.

Here we have actual massacre of citizens trying to get their lawfully elected govt. in power. 

Where is the outrage from Obama?  where is the humanitarian military aid?

Almost all of them are related to the last one listed - Population.  You can take each one trace it back to over population in the world.

Unless we seriously address the population situation we will continue to have those problems and eventually fall.

I will say this in defense of Obama—  he really had no choice...  materialistically, this is all about the oil...  the price could be up to five bucks a gallon soon, and we need all the oily friends we can find...  Obama had to act on the chance to install a regime friendly to the USA in Libya...

Scahill was absolutely accurate in all he said...

we shall see...  I take some comfort that at least we don't have Hillary or one of the Keating Five in the White House...

While it has been made very clear that no US "boots" would be on the ground in Libya, except for those beloning to CIA operatives of course, no such stigma applies to Europe. Which is why we were not surprised to read the following from RIA Novosti: "The European Council on Friday approved the decision to mount an EU military operation to support humanitarian efforts in Libya, if asked to do so by the United Nations. "The EU will, if requested by the UN Office for the Coordination of Humanitarian Affairs (OCHA), conduct a military operation in...order to support humanitarian assistance in the region," the council statement read." Of course, humantiarian assistance only works best with silver tipped warheads and laser scopes. And honestly who didn' expect that the goal for Triopli's oil would mean a land invasion any minute? Oil most certainly did, with WTI just closing at a fresh 2.5 year high of $108.

Many hundreds have been killed since the election and attacks on civilians are frequent. One of the last peaceful, sustained expressions of public dissent in the city — women protesting with branches symbolizing peace — was mowed down in volleys of machine-gun fire from Gbagbo security forces. Human Rights Watch said on March 16 that such repression against civilians “gives every indication of amounting to crimes against humanity.”

Obama (paraphrased): every situation is different.
The difference:  Oil that Europeans depend on.
