OR you could keep Harding at #2 by claiming (rightly) that Trump isn't really a president.

Harding is considered among the worst presidents (Teapot Dome), plus the postage stamp with him on it was a 2-cent stamp, so the 2 was already there for Scott to use - though there was also a 1.5-cent stamp with him on it (I used to collect stamps in another life). Apparently most historians rank him among the worst with Andrew Johnson (first impeached president), Pierce, Buchanan, Jackson, etc...
Oh, I was kidding about Warren—I've read a bit about his administration, his affairs (having sex with Nan Britton in a White House closet! Apparently a Secret Service agent had to keep Mrs. Harding at bay while Warren was frolicking on the other side of the door), the corruption, etc. Still, it'd be interesting to talk to a knowledgeable historian or two to learn how he'd stack up to Dubya.

Meridian Hill Park's staircase waterfall apparently is one of the longest such in the US and feeds water beautifully down to the lowest level of the Park, near the Buchanan statue.
