The comparison of Nixon to what Harris has outlined is wrong. She's talking about a single industry. That said...I think she's doing a pretty poor job of explaining the reasons and implementation. Given that inflation is now under 3.0%, I think the Dems should just talk about the worst being over...not try to say they'll make it go away. Neither candidate can really do shit to help inflation... they can only help to make it worse.
Concerning price gouging in the food industry, the real culprit is America's lack of controls over monopolistic/oligopolistic actions that have allowed for unreasonable M&A consolidation. This is squarely on both parties...but the "small government", "trickle-down" economics of the right are bullshit. Within the food supply, some shocking issues make a policy like what Harris suggested reasonable.
Market Concentration: The top four corporations control more than 60% of the U.S. market for products like pork, coffee, cookies, beer, and bread. In sectors such as beef processing, baby food, pasta, and soda, this concentration exceeds 80%.
Retail Dominance: In metropolitan areas, the top four grocery chains control an average of 72% of sales. Walmart alone accounts for 50% or more of all grocery sales in one out of every ten metropolitan areas. Walmart stock is at an all-time high, and their Pre-tax profit for the running 12 months is over $26 Billion (sure...it's a lot more than food...but it's sure as hell not hurting them).
Profit Margins: Despite rising production costs, the largest publicly traded food companies have reported record profit margins. For instance, net profit margins for major meat companies like Tyson Foods have increased by over 300%.
Vertical Integration: The food supply chain has seen increased vertical coordination, with contract production dominating key sectors such as fruit, vegetable, nut, and livestock production. This vertical integration limits competition and enhances market power for large corporations.
Monopoly protections weren't created to protect the consumer, they were primarily to enable production competition. The Sherman Anti-Trust Act doesn't mention consumers. The consumer benefits are implied. Ask any family farmer, and they have no control over pricing. For cattle ranchers, most only have one place to sell. That's a huge problem.
While I have doubts about any administration's ability to implement "gouging" controls, there is a serious need to enable competition in the production, wholesale, and retail stops in the food supply chain. The likelihood of any improvement will go down with another Trump administration versus what Harris has outlined.

I remember Nixon's price freezes. I had just turned 21 and also started driving a coffee truck, aka mobile industrial catering food truck service. They messed up everything and shortages did begin to happen. Fast forward to Venezuela where the once 4th richest country in the world per capita was taken over by "socialists" and the first thing they did was take over the food chain.
