Aren't those guys usually doing their thing in relatively remote areas? I mean, no one's going to a porta-john if there's an actual toilet handy. So there's probably not a lot of crowds to contend with. Plus no one wants to get close to the guy who smells like that. Certainly no one thinks, "Hmm, smells like sh*t. Must be one of them preverts who lurks under porta-johns."  They probably just figure he's not a king and go on arguing about anarchist collective politics.

 A recent article on that topic came to mind when I read that post. A dude was spotted, under a tarp in a portolet. But he got away. How hard is it to catch the guy who smells like a sewer plant? Harder than you would think, apparently.
