There was a term for it that I can't remember, like "wrapper" or "shell" — the Onion would provide content, ads and "camera-ready" layout for the 8 outside pages of the tabloid; a local paper would then sell ads and create content for the guts, then print and distribute. They often competed with or killed off local Alt-rag papers but often they'd merge. The one in Denver was mostly music and arts; the one in Oakland's guts were more local interest news (and music and arts) because it had to compete with an awesome paper called the East Bay Express.

But yes it started in Madison. Maybe back then it was one print run, sure.
