People are there ALL day, people queue for their turn. Seriously, people walk in front of buses and everything. My friend reckons that still picture on the link was a fake road works just so people had time to take the photo. Watch it during daylight hours, you will see literally hundreds of people trying to do the pose. Fascinating.

Zig-zag lines are painted on the street either side of a pedestrian crossing. Motorists should not overtake, wait, or park in the vicinity <1>.
