Fentanyl, Xanax, many sleep tablets, cocaine and morphine started out as legal and regulated medicines. Regulation and legalization is not a magic technique to solve the drug crisis.
The reason legalization of weed is working, is because it's not very vulnerable to overdosing. Long time use of weed is not very healthy but it's damage is dwarfed by many other drugs.
