IIRC, wasn't the fact that the liar Santos made it into office part of the reason that Trump was able to put his nominees into the SCOTUS? As in, the GOP did anything they could to pack the court including put a known grifter into office (and then there was the issue of the justices lying that Roe was "settled" - but I won't bring that up).
The Senate confirms the justices. Santos had nothing to do with it.

Not taking away from the larger point, but it is misleading when people are saying these items are part of the $900 billion Covid relief package (“What does all this have to do with the Virus?”) The Covid relief package was rolled into a much larger appropriations act, the Consolidated Appropriations Act, 2021. This omnibus is the budget for the remainder of the fiscal year ending September 30. If Trump vetoes this act and the veto is not overridden, there are no appropriations and the government shuts down.
